Yes, help.ubuntu.com/community is the recommended location for all user
documentation, and help.ubuntu.com/community/Lubuntu seems like a good
place for the Lubuntu docs.

Yes, that's fine - you don't need clearance! All you need to do is
create a Lubuntu page on h.u.c. I don't think there's a convenient way
of copying them over in bulk, but if you create the pages and copy the
"raw" page text over (just put "?action=raw" at the end of the
corresponding wiki.ubuntu.com page URL), it should be quite a quick
process. There only seem to be 10 pages in Lubuntu/DocumentationHelp at
the moment.
