Note: I am mostly a server/networking/CLI guy; therefore, don't trust my
thinking on GUI stuff very much!  Having said that:

The freedesktop standard for icon themes is available at

  http://standards.freedesktop.org/icon-theme-spec/icon-theme-spec-0.11.html

and should be at least a starting point for the some of the technical
aspects of creating a bunch of icons.  It is five years old, but
probably still well worth reading -- according to the current
desktop-entry-spec at

  http://standards.freedesktop.org/desktop-entry-spec/1.1/ar01s05.html

the Icon entry in a .desktop file is expected to use the icon-theme-spec
to locate the appropriate icon.

Easy to follow docs?  Easy for who to follow?  As standards docs go,
these are pretty straightforward, but some previous experience with
reading and using standards documents will definitely help :)
