It seems odd that this didn't show up when I performed upgrade tests
using "update-manager -d -c".

Is there a somewhat different path involved? Maybe
"check-new-release-gtk" is not used in the test process prior to release?

I still have the amd64 and i386 upgrade test installs on a hard drive so
we can pick through them for logs. I'm also going to do a post-release
test in the next 24 hours to see if I can reproduce this.
