Hi Jose,
By "it came with cups turned off" you mean you need to install cups or
configure it?
Because, right from Lubuntu 13.04 amd64, CUPS is indeed installed -

Honestly, I did not try to print from 13.04 but I did print from 12.04 the
other day. As far as I remember, I didn't have to install CUPS but I had to
install hplip if I'm not mistaken.
