I believe the menu item is managed by lxpanel.
Not completely sure though... that's one tough thing when testing: identify
packages.
There's another way to identify some packages:
>From a Terminal:
apport-cli -w --save bug.txt
or if you prefer:
ubuntu-bug -w --save bug.txt
I've just ran one of the commands above in my Lubuntu 13.04 and the package
line looks like:
Package: lxpanel 0.5.12-0ubuntu2
PackageArchitecture: i386
