Lubuntu 14.04 - Default locales are being confused during installation, when the user resides in foreign country.

I recently installed Lubuntu 14.04 daily iso. I don't know if this is
a default behavior or a bug. You tell me.

When I finished the installation I discovered that the default locales
were confused.

I installed the system in English (I prefer it that way) , but all the
other locales were in Greek.

The command locale returned

LANGUAGE=

LC_TIME=el_GR.UTF-8"

The fix was easy, but until discover this confusion I had problems
with some programs, bad codification - like ????????????????

Is this something we can report as a bug, or it is a default behavior
when the user is in another country ?

The package responsible for this, is probably "ubiquity". This
package, during installation, identifies the country(in may case
Greece-Athens) - when the Internet connection exists -  and I assume
that it changes some locales accordingly.
