[Blueprint lubuntu-1604-wiki] New Structure for the upcoming release

The lubuntu help wiki started off under the devel area as one page. Which got longer and longer.... It was pointed out that very long pages were against wiki best practice, so the page was split up to have sub pages with the index at the head (Big Edit #1). And, then as lubuntu headed to adoption we were informed that the 'help' pages were on the incorrect area and should be moved from the developers area to the community help area (Big Edit #2). Since then there has been a further large edit of structure (#3) which is where we are now.
The current structure and layout is hard to navigate, as we now approach 16.04 and the long wish to have a manual the time is now best to restructure the wiki area in readiness for the next LTS and have the ability to export the wiki area to an off-line manual for people.
So, here we are ... Big Edit #4. A change of structure that will take lubuntu forward with no more major edits and be able to provide a help look up that can ship with the installer image.

Phill, any specific work items you'd like to add for us to do for the initial approach? We should start working on this because, as you said on IRC, 6 month will pass flying through us and this wiki needs a lot of work.
