You need to check that the nodes you're bootstrapping have finished 
installing.  Also can you do "juju -v status" to get debug output and try the 
ssh command manually?

Sometimes the machine can be up, but still installing after the bootstrap, 
which means the SSH key was not installed yet.  Installing can take an hour on 
rotational disks (SSDs are much quicker at around 10 minutes).
