It must only contain test-time dependencies, all other deps must come
from packages, that's it really. I also think it's just something that
can be pointed to by a command line flag, or the build user's
~/.buildout/default.cfg, rather than something we have to hard-wired
into lp:maas. That would limit the ability for people to just branch
and go.
