We have a site DHCP server that manages the subnet - it is not a MAAS
server. I can't change that - but I can blacklist MACs in that server
config. When testing MAAS, I want it to know about a handful of hosts
that I've chosen to test, so I blacklist those in the site config and
whitelist those in my MAAS DHCP server config.
