We'll need a little more detail from you for this one. What steps can be
taken to reproduce the problem you are having?

I created a view, set the permissions to "public", and added a file. As
expected, the file could be accessed by anyone. I then removed public
access from the view, and, again as expected, the file could no longer
be accessed by public users. Sounds like you've come across a separate
issue, so if you could provide us with some more info that would be
great!
