At the very least, we should have a nice error message that says
something like "can't delete institution; a user is still using it"

Bug description:
When deleting an institution the following message comes up and the institute id not deleted.

MyPortfolio: Site unavailable
A nonrecoverable error occured. This probably means you have encountered a bug in the system 

I removed all users from the institution before trying to delete.
