I've just re-read this bug for about the millionth time today and the penny has just dropped.
Please ignore that entire rambling comment from me since I've just realised that it's a bug in artefact/internal/validate.php

Bug description:
It is possible to add an email address with a plus sign to your profile, but when clicking on the email link to confirm it, Mahara says that it's invalid.
