I can't reproduce this. Are you sure it's a problem in
artefact/internal/validate.php?  Because as far as I can tell that
doesn't try to check the format of email addresses at all; it just looks
up the email address it's been given to check that it's the same as the
unverified one you added to your profile.

Bug description:
It is possible to add an email address with a plus sign to your profile, but when clicking on the email link to confirm it, Mahara says that it's invalid.
