I can't seem to reproduce this issue on the latest 1.2 stable branch. Is the email users are geting sent the new account creation message. e.g.:
Dear %s,

A new account has been created for you on %s. Your details are as
follows:

Username: %s
Password: %s

Visit %s to get started!

Regards, %s Site Administrator

Bug description:
I have a Mahara 1.2.5 install on a Linux server with a MySQL database. 
I experimented with the CSV file upload of users into an institution and 
unchecked the box with the label "E-mail users about their account?".
Nevertheless, e-mails were sent to all 350 users the procedure was able to import.
This should be fixed because it causes a lot of administrative trouble with >300 
people asking why they get spam from a University server.
