Mhh. Good question. Principally, I like having two tabs, but it may be
overlooked by users. If we could have

Image URL __________________
or
Attached image ________________ (dropdown menu)

with all the other options below, that might already be enough.

"I believe this issue was raised a couple of months ago, but I'm not sure if it has been resolved. I am using version 1.2.5. when I try to embed a graphic in a Blog, I only get an option to input the image URL, but not the drop down menu enabling me to choose an image."

I tested this on demo.mahara and there I could not insert an attached image either. I only got the URL field. It works fine on master.dev. However, on master.dev I cannot insert an external image anymore once I have attached one. Thus, a combination of external and internal images doesn't work.
