I agree with Sean, block option is probably the best - once user is
blocked, you no longer receive anything from that person (neither FR nor
MSG). Disabling further communication on FR rejection as suggested
originally is not feasible in my opinion for the reason that it might be
done by mistake which will make another FR impossible.

Bug description:
If Paul denies Bob's friendship request, Bob can continue to send him messages and more friendship requests. So spammy. He should only be able to view his public profile and no longer be able to contact him.
