Title:
  Mahara in promiscuous mode does not set up authentication plugin for incoming peers

Status in Mahara ePortfolio:
  Triaged

Bug description:
  Reproduce:
=========
1. Install Mahara 1.3
2. Enable networking and set 'Auto-register all hosts' to 'Yes'
3. Install Moodle 2.0
4. In Moodle, add Mahara as a new peer and setup SSO so that Moodle users can roam to Mahara

Expected behaviour
================
A new institution for Moodle is created and their users can roam to Mahara immediately without any action needed from Mahara administration

Actual behaviour
=============
A new institution for Moodle is created but the authentication plugin for this institution is not configured and must be added manually.

Environment: up-to-date git checkouts of 1.3_STABLE (Mahara) and cvshead (Moodle)
