No I haven't done that patch yet. This is just for the first section of
this bug.

I will get to this soon, add it to the same branch, and update this

  Update default site page content

Status in Mahara ePortfolio:
  In Progress

Bug description:
  The default content for the home, about, terms & conditions and
  privacy pages is old & stale.  Richard Wyles has provided some new
  text in the attached file.

  Because the default content needs to be edited by the site admin, we
  should also turn off the about & privacy footer links by default in
  new installs.  (Terms & conditions is already disabled by default).
