"I was trying to assign categories to groups, I could not able to find it."
-> In order to use group categories, the site admin needs to turn them on in the site administration. Only site admins can create group categories which will then appear in a drop-down list in a group.

A group admin can choose 1 group category for their group and change it
later on as well as far as I can see on demo.mahara.org. However, he
cannot edit the category. Is that what you wish a group admin to do?

  Wishlist: Currently admin is not able to change and edit  a group's category.
  I think this function is useful to have.
