Hi Shin,

I'm unable to reproduce this bug, either on master or 1.3.5.  When I
leave a comment on a view that has 'moderate comments' turned on, all
comments are initially private, unless they're left by the owner of the
view.

If 'make public' is ticked when leaving a comment, the view owner gets a
notification and should see a 'make public' button next to the comment
when they look at the view.

Can you reproduce this on 1.3.5 or on http://master.dev.mahara.org?

Bug description:
  As disscussed at http://mahara.org/interaction/forum/editpost.php?parent=12692, there is no way to approve comments when you set up 'Moderate comment'. 
  It also anyone can delete feedbacks.
