That was on mahara.org so 1.3. I suspended a spammer and he posted to
another forum afterwards.

Did you fix this in 1.4 maybe?

The other explanation could be that the second post happened just
seconds before I hit "suspend". Unfortunately, I don't recall the exact
details...

Bug description:
  If you suspend a user who's still logged in, they can continue to spam
  the forums until they logout.

  Suspending a user should kill their session so that they are forced to
  login again (which they won't be able to do) before they can continue
  to browse the site.
