Suspension should already be killing sessions in 1.3 (just checked).  Do
you want to test it on mahara.org again, or should we just mark it
invalid?

Bug description:
  If you suspend a user who's still logged in, they can continue to spam
  the forums until they logout.

  Suspending a user should kill their session so that they are forced to
  login again (which they won't be able to do) before they can continue
  to browse the site.
