  Page 'Edit Title and Description' should be first in list

Bug description:
  People have been saying that the Edit Title and Description tab in
  Page editing should be first because quite often people forget and/or
  close the screen without realising it'll save anyway and end up with
  lots of Untitled(*) pages.

  If this tab was first in the order of page editing it might be harder
  for it to be forgotten.
