Title:
  register page input boxes not always in same order

Status in Mahara ePortfolio:
  Invalid

Bug description:
  When i go to 
  /register.php
  the order is 
  First Name
  Last Name
  Email Address
  Institution

  When I refresh the page, sometimes a few times the order is now
  Email
  First
  Last
  Inst
  (email has gone to top now)

  This also works when clicking the register link instead of refreshing
