This is not a Mahara bug, it's due to the size of /tmp on the vserver
running master.dev.  I think we should just live with it, we're planning
to move master.dev soon anyway.

  Sam encountered a problem uploading a 16 MB file:

  As admin I received the following message:

  You have been sent a notification from Mahara: Master Branch. Message follows:

  Subject: A file upload error was probably caused by your server
  configuration.

  An error occurred during file upload: Failed to write file to disk.
  (Error code 7)
