The site admin gets "Site Administration" instead of "User Administration"
Will wait and see what Kristina thinks is the best for the site admin as well.

  Rename "User Administration" into "Institution Administration" for
  institution admin

Bug description:
  When an institution admin logs into Mahara, he sees the "User
  Administration" tab. This suggests that he can only manage his users.
  However, when he clicks on it, he can actually manage users and also
  certain settings for his institution. Thus, I think it would be better
  to rename the main tab from "User Administration" into "Institution
  Administration" to show that it's not just users that are managed.
