Whether the username is shown should be controllable in site options
with the "Search usernames" setting.

For a user to be able to have their real name completely hidden in
searches, "Allow users to hide real names" must be enabled in site
options, and the user must also have "Hide real name" enabled in their
personal settings, and they must have a display name set.

  Regular users can see full name and login name in searches

Bug description:
  In user searches, the full name and login is displayed to regular
  users despite the fact that a display name as been chosen. This should
  be fixed because only the display name should be shown. If a user does
  not have a display name it would be the real name, but never the login
  name.
