    Change order of edit page navigation bar
    
    Order is now
    - Edit Title and Description
    - Edit Layout
    - Edit Content
    - Display
    - Share
    
    The title and description page is opened by default
    for all new and existing pages when edit is selected

  Page 'Edit Title and Description' should be first in list

Bug description:
  People have been saying that the Edit Title and Description tab in
  Page editing should be first because quite often people forget and/or
  close the screen without realising it'll save anyway and end up with
  lots of Untitled(*) pages.

  If this tab was first in the order of page editing it might be harder
  for it to be forgotten.
