Title:
  Institution admin setting of "Show online users" has some code in the
  drop down menu

Bug description:
  On master (1.5.0dev, 2011061400)
  http://mahara/admin/users/institutions.php shows [[All/admin]] in the
  drop down list for "Show online users" instead of just "All". Unless
  this is supposed to be like this.
