Title:
"Edit content" should appear immediately when clicking on edit

Bug description:
on master.dev
Recently, the change was made to Put the "edit title and description"
first in the list so that people don't forget about it (
https://bugs.launchpad.net/mahara/+bug/761834 ). I think this is good
when creating / copying a page via the "Create a Page" / "Copy a Page"
buttons. However, when you click on the "Edit" button next to a page
(the pencil icon), I expect to be taken to the content editing
immediately (doesn't have to be the first tab) because that's what I
want to change most frequently and not the title or description.
Having this extra click in there is not user friendly, I think.
