Ruslan, that's what I'll talking about at the dev meeting. The gist of
it is that I'd like to remove noise from the milestone pages by only
including changes that are relevant to users (i.e. things that are
different from a previous release).

Bug description:
  The bug has been introduced in https://reviews.mahara.org/#change,216
  where $values['defaultquota'] may contain a string value if
  Institution admin is not permitted to change the quota. The string
  can't be inserted in DB integer field for quota.
