To fix the underlying problem with the query, I've decided the easiest
way is to remove the requested/invited users from admin user search.

This isn't actually a big loss of functionality, because institution
requests are already searchable on the institution members page.  In a
second change, I've added a search for users invited to an institution
to that page (as well as the ability to revoke the invitations), so that
everything that was doable on admin search is still available to
institutional admins.

Bug description:
  When users are members of multiple institutions, and you try to order
  the results by institution on the admin user search page, the number
  of pages of results can change.  There is something quite wrong in the
  search query.  However, because there is already a working institution
  filter on the page, this is low priority, and as a temporary fix I
  suggest we turn off sorting by the institution column when the
  usersallowedmultipleinstituttions setting is on.
