  Default profile image is not displayed in the correct theme

Bug description:
  When a user's (institution-defined) theme is different to the site
  default theme, and the user's theme tries to override the
  no_userphoto.png image for people with no profile image, the site
  theme image is displayed instead of the user theme's image.
