  Cannot upgrade blocktypes inside artefact plugins

Bug description:
  If an artefact plugin contains a blocktype, the blocktype can't be
  upgraded independently of the artefact because the upgrade_plugin
  function doesn't look in the right place for the blocktype's
  upgrade.php file.
