    Remove can_become_admin check when changing group roles
    
    This function always returns true, and can be removed.  It's just a
    leftover from the attempt to prevent non-staff becoming controlled
    group admins (see bug #492009, bug #603044).

  Allow non-site staff users to become admin of a course group

Bug description:
  In Mahara 1.2.x it is not possible to give non-site staff users admin
  permissions for course groups. We got student assistants working as
  tutors correcting assignments who should not get site-staff
  permissions however.

  Request: Allow non-site staff users to administer course groups
