Adding new mnet functions to allow contrib Moodle blocks to access the
following user information in Mahara:

  get_notifications_for_user(): a user's notifications
  get_groups_for_user(): the groups that a user is in
  get_watchlist_for_user(): the list of the pages that are on a user's watchlist
