  institution is joined automatically when registering and only 2
  institutions

Bug description:
  Seems to be because of this commit
  421ad03e0632b18cae4656347cc56f21277f9939

  Basically if there is only one institution other than "No institution"
  (or mahara), then join automatically, otherwise send a request.
