Networking fails when openssl.cnf cannot be found

Bug description:
Especially on windows machines, Mahara cannot generate keys for
Networking, this is because PHP cannot find the openssl.cnf - I have a
patch on gitprivate mahara-intel-tao that adds the ability for the
openssl.cnf path to be set in config.php

I've fixed this on the Moodle side via MDL-13503 - now we just need this applied to Mahara!
