  Institution plugins

Bug description:
  At our university we use institutions to discern different academic
  subjects. It would be useful if it was possible to enable/disable
  plugins at the institutional level, as this would allow us to tailor
  plugins to specific academic subjects. I would imagine that this would
  be a useful development for others.
