  Institutional admin index page

Status in Mahara ePortfolio:

Bug description:
  For institutional admins it might be nice to have a similar panel
  interface as the standard site admin gets.

  Currently the institutional admin has less sections but this may grow
  if things like the isolated institutions are added etc and keeps
  things nice and consistent throughout the site.
