  Add file storage limits to group files

Bug description:
  With the addition group file storage, we can anticipate that
  administrators will want to be able to govern the size storage
  allowed.  This probably needs be configurable by group type.  For
  example, a standard open or invite group might have very limited
  storage ... but a controlled group or a custom group like BLCST would
  want to grant faculty greater storage.

  We probably need method to tell us the current allowed quota for a
  group - similar to how it is done for the user:
  $USER->quota_allowed($uploadsize)
