  Make the user select boxes multipselect on "Institution members"

Bug description:
  When you have to invite or remove a lot of users from an institution
  on /admin/users/institutionusers.php (or the equivalent for an
  institution admin), you need to select each user individually. It
  would be more convenient if you could select multiple users at once
  and transfer them.
