Actually, I think it's likely we still need it for the graphs we
generate in the site stats:

  $ find -name "*.ttf"
  ./htdocs/lib/pear/Image/Canvas/Fonts/Vera.ttf

So I would suggest we just remove any mentions of CAPTCHAs in the error
message but still require Freetype to be there.
