This is caused by
http://gitorious.org/mahara/mahara/commit/2058bda154f9c3578f9a807e8411decccc927bb0,

I'm not too sure what that change was meant to do, and this problem will
still occur with the "Group settings" field set in the admin options
(see commit message). It doesn't seem like this change is ever used.
