    Add upgrade triggers to enable new blockstypes (bug #894725)
    
    New watchlist and taggedposts blocks will now be installed once
    the update has run.

Title:
  New watchlist and taggedposts blocks are not installed when Mahara is
  upgraded

Bug description:
  When git pull is used for updating master or for upgrading from 1.4 to
  master, the two new artefacts blocks watchlist and taggedposts are not
  automatically installed. Installing them manually from the admin
  plugin page is needed but shouldn't.
