I'm not sure why this should only apply to profiles, doesn't the same
argument apply for suspension due to a picture on *any* view?  Also, if
the site admin is unable to see a user's full profile, the profile must
be restricted to the user's institution only, and in this case, the
institutional admins should be the ones responsible for unsuspending the
user.

Bug description:
  A site admin should always be able to see the full profile page of a
  user. For example, if a user is suspended due to some picture etc. he
  has on his profile page, this can't be checked if the access to the
  profile page is not given. In 1.5, access to profile pages can be
  restricted to institutions only.
