Good points. In regard to the "any view" wouldn't that mean that site
admin would be able to see any page without having to login as that
user? I think that would be too invasive and far-reaching.

I agree that when you have institutions set up that the institution
admins should take care of objectionable content. However, as the site
admins also get these notifications, they may check into it. It also
depends on how the duties are laid out and it might well be that a site
admin is the only one dealing with objectionable content.

Bug description:
  A site admin should always be able to see the full profile page of a
  user. For example, if a user is suspended due to some picture etc. he
  has on his profile page, this can't be checked if the access to the
  profile page is not given. In 1.5, access to profile pages can be
  restricted to institutions only.
