  List institution before auth method on /admin/users/edit.php

Bug description:
  List the institution first and then the authentication method on
  /admin/users/edit.php esp. as the list is already sorted according to
  the institution This would make it more consistent with the display of
  the authentication method on /admin/users/bulk.php
