  PEAR Archive_Tar is 2 versions behind

Bug description:
  While checking the PEAR libraries we have in the code tree, it was
  noted that PEAR Archive_Tar is behind by 2 versions. 1.3.8 has
  relevent changes while 1.3.7 is a packaging update only.
